MoBos that don't have eithe= r=20 a BIOS menu choice or a jumper set up and rely on a software hack perhaps=20 mean that they are not meant to run (reliably) at anything other than defau= lt=20 speeds - on the other hand it may just mean that HP/Dell/etc. were providin= g=20 something cheap & cheerful with my granny in mind and couldn't be bothered = to=20 fic their buggy BIOS'.
