With modular Xorg, do you still need to re-build your video drivers
after every time you re-compile a kernel?

You have to rebuild those drivers that have been obtained outside the
"standard" kernel source tree. This applies to all types of drivers,
not only video drivers, for example:
ati-drivers (video)
nvidia-drivers (video)
ipw2100 (wireless)
ivtv (pvr card)
This is is independent from modular X.
