Maybe Gnome is overriding the keyboard setting, doing a setxkbmap of=20
its own?  Putting it .xinitrc then comes too early.  Try putting it=20
in .bashrc and make a Terminal open on every startup?  On make Gnome=20
stop setting the keyboard.
