Oh yes, it depends very much on the grid in your area. I lived in the Philippines for a while where brownouts are a very common thing---usually, you get a UPS "free" there when you buy a computer. It's really no fun without one, and for what they have to do the cheap lil things work very well. Their lead accus don't usually last more than a year, but then you just get a new one for $5 or so and you're set for another year.
