Hello,
I am using rdiff-backup for my full system backups. Of course, it would
be annoying if I had to use it to do a full restore. I would need a
LiveCD with rdiff-backup on it.
I am assuming the gentoo install cd's dont have this. I have looked at
knoppix, it is not on those. Any ideas?
Or perhaps I could build one based on a gentoo livecd.

Sure, there's stuff in gentoo-wiki about building a live CD from gentoo:

Also there appears to be a live CD for linux from scratch that may allow for
a simpler live cd creation:
http://www.linuxfromscratch.org/livecd/
I haven't done anything with it but it appears to have scripts etc. to build
your own live CD. It's probably much more minimal than the Gentoo CDs, so
you might be able to package it with part of your backup data.
If so you could boot with disk 1, restore data, mount 2 and restore, ...

You wouldn't, unlress you needed to recover older versions of files. The
current versions can be restored with cp, which I'm fairly sure the
LiveCD includes.
There's a thread on the forums on bulding a LiveCd that I found very
useful. I use this to build the system I need and use squashfs to
archive the backups. then I write the whole lot to a DVD (make sure you
have the squashfs stuff enabled in the Live kernel). then I can boot from
the DVD, mount a backup of a filesystem and copy the stuff back.
