Before I posted I had already compiled the kernel with no devfs support at all. I also emerged udev. When I booted after setting everything up it "just went", with no devfs in the kernel. If the kernel is compiled to automatically start devfs, it is started before gentoo=nodevfs is acted upon. You should not use the auto option in the kernel if you want to run udev at any time.
