Time now is Tue Feb 13 10:24:05 SAST 2007.
I can't access bugs.gentoo.org - it times out.
I can reach www.gentoo.org
Anyone else experiencing this?

Works fine for me at Tue Feb 13 09:38:37 MET 2007 (ie.
local time in Zürich, Switzerland).

Not sure if it'll help but bugs.gentoo.org resolves to 64.127.104.130 here.
(don't you just love the default `new installation page` :p)
