[gentoo-user] alsaconf not setting oss emulation

alsaconf from alsa-utils-1.09a is setting up the
barest /etc/modules.d/alsa file:

As a result the oss emulation modules are not loaded:

This behaviour seems to have changed with alsa-utils 1.09a which seems
to have run alsaconf when it was emerged, even though I didn't ask it
to.

Can anyone explain this annoyance?
