Both of these worked with the previous xfce versions.  I would be
tempted to remove the version you installed outside of portage, emerge
the masked version and you will have a menu editor.  Also, the system
menu will be included that has links to all applications that support
it.
You will of course then benefit from portage's version control for when
the final version is released.

The menumaker package I mentioned is useful to create a default menu
(not just for xfce) even if you don't go down the above path.  It will
require a little manual adjustment to the menu to get it customised
fully afterwards though.

I wonder how come emerging xfce4 didn't pull in xfce4-menueditor by
default. I've been complaining/asking how to get a usable menu in xfce4.
Now at least I know.. :-)

Xfce4 is lightweight enough to be able to run via a VNC session
