Mandanos el contenido del /etc/locale.gen.
Seguro que el error está ahí.
El formato no es el mismo que en /etc/locales.build
Te paso el contenido de mi locale.gen
Acuerdate de borrar el viejo locale.build, que como dice el log, ya no
se usa.
Contenido de mi locale.gen:
es_ES.UTF-8 UTF-8
es_ES.UTF-8@euro UTF-8
es_ES ISO-8859-1
es_ES@euro ISO-8859-15
en_US ISO-8859-1
en_US.UTF-8 UTF-8
Fíjate bien que en cada línea hay dos partes separadas por un espacio.
En la primera parte se indica el locale, y en la segunda el juego de
caracteres. Se explica en el locales.gen de ejemplo:

# <locale> <charmap>
#
# Where <locale> is a locale located in /usr/share/i18n/locales/ and
# where <charmap> is a charmap located in /usr/share/i18n/charmaps/.

# All blank lines and lines starting with # are ignored.
