Se o defeito é só esse, não é o mesmo problema que eu tive com o GNOME. Você
ativou o plugin "Decoração de Janela" do Compiz né? Sem isso, de fato, as
janelas ficam sem decoração.

Use o CCSM para verificar e se for o caso, ativar esse plugin.
