Quando vocês vão fazer o emerge do util-linux, acontece um problema ao
aplicar o arquivo diff ?

Isso tem jeito de ser uma inconsistência na tua árvore do portage.
Apaga o arquivo e roda um emerge --sync de novo aí.

Realmente... fui olhar o package.use e estava lá:
# cat /etc/portage/package.use | grep util
sys-apps/util-linux loop-aes
Não sei porque havia colocado lá, mas foi tirar que funcionou.

É, eu esqueci de comentar que uma boa prática é não duplicar bugs.
A melhor resposta para a tua pergunta sobre o procedimento e uma ótima
dica para todo mundo é essa:

Incluindo a parte: "One of the most frustrating things for developers
and bug-wranglers is finding duplicate bug reports."
Mas falando sério, esse parece um ótimo howto, não sei como eu não
tinha lido ele ainda. Pelo menos ele se propõe a ensinar a resolver
aqueles paus ninja que acontecem no meio de uma compilação e que
seguidamente faz o pessoal mais novato se decepcionar com o gentoo. E
ainda ensina a reportar um bug de forma útil.
