[gentoo-science] Dropping sci-libs/{blas,lapack,atlas}

Now that amd64's finally marked an mpqc stable that doesn't use the old
blas/lapack setup, I think we can finally drop it from the tree and
completely move to the new setup:

{blas,cblas,lapack}-reference
{blas,lapack}-atlas

Any objections?
