Actually, we released on 20040714. The release has been on toucan since 
20040721, waiting to be put in /releases :

I'm sorry you were misinformed about the PPC 2004.2 release, but it is 
crucial that it gets mirrored asap since the handbook mentions it and 
all third-party ppc mirrors are currently unavailable.

I have cc'ed the ombudsman to try to and find a solution to this (imho) 
silly issue. I don't have time nor patience to understand reasons 
behind actions I observe as totally counter productive.
