[gentoo-releng] 2004.1 upload -> release window

Releng,

Per Kurt's request and my gentle prodding, we need to add to the 2004.1
release policy doc that there will be a 3 day window where files will be
uploaded and confirmed everything is kosher. I believe the release date
for .1 is 4/28/04, which means we need everything 'release-ready' by the
24th or 25th to be uploaded.

Releng -
I will add something to the effect of that into the doc once I get the
rest of the schedule ironed out (another thing for the end of the week).
