The repository is already on our hardware:
http://sources.gentoo.org/gitweb/?p=devmanual.git;a=shortlog;h=refs/heads/docbook (although I'd like to have this on gogo so that we can get the help of other people beside developers; a lot of the layout work here has been done by Mauro who's not a developer — although I was meaning to recruit him quite a while ago).
As for the conversion, I'm attaching the xsl I've been using; it only
gives a rough draft to starts with, then it's manual labour.
It does not lose any feature during the move as Docbook 5 is much more
expressive; and Mauro prepared a working syntax highlighter for the
ebuild syntax.

Ah thanks :) So from what I understand is that you need to run something like
xsltproc <your xsl file> <every .xml file on devmanual>

Yeah... note that I think a good part of it was already converted on the
branch there, but some might need to be updated so that the changes that
went on master after I branched are present.
I tried to keep the reworking and rewording to a minimal during
conversion, but some pages have been changed quite a bit, so it might
require a bit of attention.
OTOH Mark opened the bug[1] to ask moving the repository to gogo; we can
then ask Mauro to help us again in case.
