Since the departure of its erstwhile lead, it seems to me that the QA
team has stagnated rather and lost its direction. There have of course
been successes within the team -- treecleaners seem to be doing a good
job, for example, but as a whole it is currently rather ineffective.
This is rather a suboptimal state of affairs, and I'd like to try to do
something about it. There is of course also the issue that certain
parts of GLEP 48 require a designated QA team lead. I am aware that in
the past there has been a significant debate as to whether the team
actually needs an appointed lead, and I have in the past sided with no,
but having seen what happened to the activity and effectiveness of the
team when Halcy0n took over and then resigned, it seems obvious that it
can make a big difference for the better.

The obvious course of action then is, well, obvious. If the team as a
whole does not object, I'd like to step up and see if we can get the
team back on track.

Actually according to convention you can't just join a project; you 
usually need to ask the team and they kind of need to accept you.  So my 
question is, what are your intentions for the QA project Christel?

Would be nice to know, but the QA GLEP says that only current lead
needs to approve. He did.
The team selects the lead at any time.

It would be nice to compile a list main topics before the meeting.

Actually if you review the alias she voted for him, so how was she
approved prior to him being lead; if we had no lead prior to spb?

I'm not trying to be a nagger here, but even if he did approve her;
where is the mail saying so?  I'd prefer more transparency than just the
lead randomly adding someone and not informing the rest of the team.
God knows if I tried to join some other teams (hahaha mips, not like I'd
get the leads approval) the entire team would be rather dismayed at
finding me magically added.

I don't; I'd prefer a "Hey this person is joining the team to do thing
X" then just randomly discovering additions to the team.  Tis how we end
up with projects full of people that don't do anything in the first place.

Actually, I didn't. I was asked onboard by the new lead, I accepted.
Both because as Userrel lead I have a great interest in the QA process
and what the team is up to and this allows me to both stay up to date
with recent happenings as well as allowing me to be involved in the QA
decision making process.

Nopes. I think you will find that with qa as many other alias a lot of
non team members are on the alias out of curiousity. qa@gentoo.org
currently has 26 developers on it, not all of which are part of the QA
team.

Incidentally, if you have a problem with me, why not come out and say it
rather than using everything you can find as an excuse to attack me
under the guise of following procedure? 
If you'd rather not discuss it face to face, I'd have no objections to
you asking for a third party to help mediate. But please stop this
puerile (something)ery.

That I suspect is very true, and I agree. I'm sure it was on his TODO
list. :)
