This is a call for nominations to a member-initiated election
of a lead for the Proxy Maintainers project.
I propose the following rules and procedure for the election
- Anyone can nominate a potential lead. Nomination should happen
by response to this email and the deadline for nominations is
Sunday 17th of July at 12:00 UTC
- Only Gentoo Developers listed as part of the project as of this
announcement can vote in the election.
- Voting is anonymous but verifiable
- The election happens using https://vote.heliosvoting.org and
developers eligible to vote will receive an email from the service
with a link to the election and a username and passphrase.
- The voting starts no later than Monday 18th of July at 12:00 UTC
and is open until Sunday 31st of July at 12:00 UTC.

I don't think this is actually true, or at least I recently recall of
that being an option. We are obligated to perform some kind of lead
selection but no specific lead is as good as many leads.

2. Projects without a lead, lead elections

The wording of GLEP 39 was found to be unclear if not confusing (it
states that a project "may have one or many leads", and that their
selection "must occur at least once every 12 months").
After discussion the following points were agreed upon:
* The Gentoo Wiki project page template should be enhanced to show the
last lead election date for each project.
* The council sends an e-mail to the gentoo-project mailing list asking
projects to consider electing a lead and confirming her/him regularly.

This still reinforces that we don't NEED to have a lead. Gokturk's proposal for a "no lead" option is thus valid and must be honored. Since no one can "accept" that nomination, I second it, making it effective.

I think most would better understand the use of *must* rather than *may*
would have a clearer meaning if the interpretation was intended as
Kristian suggests. In lieu of additional consultation on the subject, I
suggest the project uses the wording as is, and as others have confirmed
the interpretation of 'may' is preserved as indicating an option rather
than enforcing a mandate.

Irrespective of that , I won't continue facilitating this election given
the level of debate. If the proxy maint project wants to violate GLEP 39
it is up to the project

Thank you very much for all your effort on this matter. I will take it
from here and try to held elections. We have no intentions to violate GLEP.
Still the same rules:
This is a call for nominations to a member-initiated election
of a lead for the Proxy Maintainers project.
I propose the following rules and procedure for the election
- Anyone can nominate a potential lead. Nomination should happen
by response to this email and the deadline for nominations is
Sunday 17th of July at 12:00 UTC
- Only Gentoo Developers listed as part of the project as of this
announcement can vote in the election.
- Voting is anonymous but verifiable
- The election happens using https://vote.heliosvoting.org and
developers eligible to vote will receive an email from the service
with a link to the election and a username and passphrase.
- The voting starts no later than Monday 18th of July at 12:00 UTC
and is open until Sunday 31st of July at 12:00 UTC.
Wait for incoming team members !

You posted clarification from the council that shows that the council
ruled on the matter that the council will not force a project to have or
not have a leader. It's up to what works for the project. Now, as a
result, not having a leader is a valid and compliant choice for this
project. You are entitled to want a lead, and as part of the
"manifesto" period, you can argue that we are better off with a lead
than not. But a "no lead" option, as per your submitted evidence, is
A-OK from the council's standpoint.
