First of all, my apologies for the very late e-mail. Work and travelling 
massively got in the way.

The next council meeting will be on Sunday 2019-11-10, 19:00 19:00 UTC
in the #gentoo-council channel on Freenode, i.e. in roughly 4 days. Please 
reply to this mail with desired agenda topics.

Due to the late call for agenda items I'll announce the agenda sunday noon.

I would like to ask Council for late approval of GLEP 75 to get things
straight.

Here is something about the council's own workflow: Our copyright policy
requires commits to the sites/projects/council.git repository to be
signed off, so they should be under some license.

Can the council agree that meeting summaries are to be licensed under
the Creative Commons Attribution-ShareAlike 4.0 International license
(CC-BY-SA-4.0)?

In my understanding, raw IRC logs are not copyrightable. They could be
marked (e.g.) with a Creative Commons Public Domain Mark 1.0 in the
commit message.

As an example, see the last line of [1] and the commit message of [2].
