It will go to the bugs with the council involvement, but I want to
emphasize anyway [1]
It blocks bringing the proctors project up.

Since I haven't seen any replies in the mailing lists to GLEP 76
"Copyright Policy" v3 [1], I would like the council to accept this GLEP.

We will need approval by trustees in addition.
