Status of sparc(32) and hppa

For both we have no hardware (online right now), and qemu is not stable or
functional enough for stage builds...

The last hppa machines were built about 25 years ago, to be replaced by
ia64 (!).

SuperSPARC (with 32bit ISA) was discontinued in 1995, 
The last sparc64 processor was launched in 2017, but already then the plan
was to transition Fujitsu's HPC to armv8.
