Enable GitHub sponsorship using SPI Fiscal Host.

This would be an additional way for users to donate, in addition to the
current methods.

For completeness, I think it should have both council & trustees voting
on it.

Pros:
- Easier for users to donate to Gentoo
- Gets money into Gentoo's SPI accounts easily.

Cons:
- Fees: org-sponsors charged 6% fees; personal accounts have zero fees
  presently.
- Tied to non-free ecosystem for payments (paypal & bank donations are
  already tied to this).
