[gentoo-project] [infra] Minor downtimes for Perl Upgrades: bugzilla, git, email, lists

Hi all,

Infra needs some minor downtimes to do Perl 5.20 -> 5.22 upgrade, and
it's going to mean that some services will be briefly unavailable (for
the duration of time it takes to rebuild all of the Perl modules).

The following services will be affected (separately):
- Bugzilla
- git.gentoo.org (Gitolite is Perl; anongit has already been done)
- ALL email (both @gentoo.org and @lists.gentoo.org)

I don't have a time window to offer for it taking place presently, but
will attempt to update this thread, and post it on the infra-status page
at least 1 hour before I start each of the 4 pieces.

Based on some of the other systems, it has taken anywhere between 30
minutes and 3 hours.
