Dear Gentoo Community,

Nominations for the Gentoo Council 2015 / 2016 election have now started
at 00:00 UTC 2015/06/13 (Saturday) and will remain open for the next two
weeks until 23:59 UTC, 2015/06/26 (Friday).

All nominations must be sent to the gentoo-project mailing list. If you
were nominated and want to run, you have to accept your nomination on
the same mailing list.

Here are the rules:

    * Council elections generally happen once a year
    * The council is composed of seven elected members
    * Nominations are allowed from June 13th 00H00 UTC to June 26th
23H59 UTC
    * Only Gentoo developers may be nominated
    * Anyone can nominate (nominating yourself is OK)
    * Nominees must accept their nomination before voting begins
    * Voting is opened from June 28th 00H00 UTC to July 11th 23H59 UTC
(there is one day of break between nominations and voting so the
infra team has time to set up everything)
    * Only Gentoo developers may vote
    * The list of Gentoo Developers is based on active membership
by June 12th, 2013 (the day before the election was opened)
    * Gentoo uses the Condorcet method of voting
    * Results should be published around July 13th

We're still working on the project pages, so the address for the page
listing all nominations will be posted later.

If you don't know what the Gentoo Council is, you can read about it on
the project page: https://wiki.gentoo.org/wiki/Project:Council

If you want to ask a question or share your thoughts, contact any of
the election officials through the alias (elections@g.o) or at
IRC (Freenode #gentoo-elections).

Officials:

Chris Reffett (creffett)
Jorge Manuel B. S. Vicetto (jmbsvicetto)

Infra Contact:
Robin H. Johnson (robbat2)

We're missing a 3rd election official, so if you don't plan to run for
the election and are willing to help, please let us know.

For the elections team,

Is it okay to reply to this e-mail for nominations, or do they deserve

If there's anyone you want to nominate, please send the nomination email

They are, but the cache is purged when pages are edited. That feature
was not working, and is fixed now; thanks for noticing. Timeout is 24

I wouldn't be surprised to hear I broke it when I editted the page - I'm
still getting used to this workflow (and in my first edit I failed to
notice the pretty interface and instead "delved into" the WIKI markup).
BTW, and the reason I'm sending this e-mail, I forgot to thank Alex Legler
(a3li) for the terrific job he did creating the template for the election!
Many thanks for that!!!

For the elections team,

Dear Gentoo community,

the council election will open in a few minutes at 2014-06-28 00:00 UTC.
The election booth will remain open until 2014-07-12 00:00 UTC.
The election page for this election[1], made possible by the excellent
job of Alex Legler (a3li) that created the template for the election
pages, now contains all the information about the election.

  [1] - https://wiki.gentoo.org/wiki/Project:Elections/Council/2015

Please let us know if you find any issues with the page or with the
election.

The rules for the Council election as well as details on how to vote for
this election are available in the Council Elections Archives[2]. In any
case, here is the quick procedure on how to vote using votify:

     * If you're eligible to vote in this election, log in to
dev.gentoo.org
     * Type votify --new council-201506 to create a new ballot file
     * Edit .ballot-council-201506 file in your home directory and rank
the candidates
     * Once you're finished, use votify --verify council-201506 command
to verify the validity of your ballot file
     * If everything is okay, use votify --submit council-201506 to
submit your vote. Don't forget your vote doesn't count until you
submit it.
     * If you run into problems, you can either work them out yourself
using votify --help or contact election officials and ask them for help

The elections for the Council include the pseudo _reopen_nominations
candidate. If the pseudo-candidate '_reopen_nominations' appears in
7th place or higher those candidates that rank above
'_reopen_nominations' will be the current council. A second period of
election will be opened for the remaining council seats. No third
period of election will be opened in the event '_repoen_nominations'
ranks higher than the candidates necessary to fill the council[3].

In case there's a need to fill a seat during the council term due to a
retirement, if no candidate ranked above the _reopen_nominations_
candidate, a new election must be held to fill that seat. If
there were candidates ranked above the _reopen_nominations_ candidate,
it's up to the remaining council members to accept the next candidate in
order of voting or open an election to fill the open seat.

One small update, the election page was moved to a new location to
reflect the election name and that we might have more than one council
election per year.

https://wiki.gentoo.org/wiki/Project:Elections/Council/201506

BTW, if any candidate wishes to present a manifesto, don't forget to reply
to the election thread so that we can pick it up and add it to the
election page.

Hi all,

here is my manifesto;

I started with Gentoo around 2008. In the beginning my focus was mainly on the
Science side, but since then I did packaging and contributions to many herds and
projects. In the recent years I started to look more into other areas like the
project management and joined the recruiter team.
Currently I am leading the science and recruiters project.

So, what do I stand for in the council?

I have seen the number of developers and contributors to Gentoo declining over
the years.
That's why I think it is most essential to create an environment where we can
attract contributors and make them happy to stay. I will always opt for the most
productive solution and encourage fair and respectful cooperation.

There are two groups of people, that I would like to give special attention to,
the new and inexperienced ones, and our power-developers.
We need to create a supportive and positive environment for both.

The initial contributors as well as new and inexperienced developers need
support and mentoring in order to further develop their skills but also to make
them stay and keep them productive. It's not about RTFM, but to really take care
of them and show appreciation to their contributions. We have quite some great
projects which are working towards this goal, namely: the proxy-maint, the
gentoo-rsync2git PRs, (sunrise) or the many mentors among us.

I would like to see this to be more closely combined under common roof to bundle
the effort and help making the step to become a developer more attractive.

On the other hand it is very important to listen to the needs of our power
contributors and to provide the requested resources. If they don't receive this,
they will start looking for alternatives and we lose them. So we must aim for
practical and quick solutions rather than bikeshed until they give up.

We cannot afford to lose anyone!

Along these ideas I will make my decisions and put effort into the project.

Justin

P.s.
I will give my full support as a member of the council to infra so that the git
migration may happen this year. We will help to overcome all non-technical
issues so that it's only a matter of setting it up.

I like your manifesto.

Curious: what are the non-technical issues for git migration?

Hosting for example. That is something typical where the council as official
representatives of Gentoo could approach potential companies and try to find
solutions. Of course, that is also be done by infra who most probably have the
better connections. Nonetheless, this is what I would like to push to support
infra's work.

This is a bit off-topic for this thread, but the last I had heard we
already had the hardware and it just needed somebody to set it up.
That was a few months ago so that could be stale.

I am concerned that infra is fairly overworked, and the nature of it
makes it harder to bring new people in to help. It isn't like anybody
can just pick up a server and start admining it the way they can work
on a package. Stuff like this is probably why github seems to be
slowly taking over the world.

I discussed this with Robin a few days ago (since I was also approaching a
local potential sponsor). What I heard from Robin and Jorge is,

* The machine originally intended for git was in the meantime used otherwise;
it could not be used to host the main git setup because of local network
configuration problems.

* We are right now mainly interested in options 1) and 3) from the "hosting
wishlist" that infra wrote up some time ago.

This is again the original mail from infra (roughly a year old now):

=====
The Gentoo Infrastructure team (infra@gentoo.org) is currently searching for
hosting sponsors in both Europe and North America. We ask that sponsors
contribute to Gentoo in one of several ways:

1. A donation of at least two dedicated servers including space, power
and 10Mbits of bandwidth (burstable to 50Mbit). This is the most common
option that organizations prefer. Sponsors typically have existing
dedicated space for their business and host hardware for Gentoo in that
space.

2. Donation of at least 8U space, 10A usable, and 10Mbits of bandwidth
(burstable to 50Mbits). The Gentoo Foundation will arrange the server hardware
(but not power, bandwidth, or rackspace / a rack.)

3. A single dedicated server. Minimum specifications: 16GiB RAM, 70GB usable
storage (RAID1 required, Linux MD RAID is good, SSDs are nice to have but not
required). 2Mbit bandwidth commit, burst to 10Mbit.

4. Beefy virtual machines. Minimum specifications: 8GiB RAM, 20GB storage.
2Mbit bandwidth commit, burst to 10Mbit.

5. Something else. If you think you have something useful to offer the
Infrastructure team, please get in touch!

In the first three cases we prefer that the sponsor has remote hands for
the machines (for dead drives etc). KVM-over-IP, remote IPMI or other
self-service remote management is also strongly desired.

Sponsors will received in return: ads on ads.gentoo.org (the ad sidebar to the
main site), postings on the sponsors page, as well as news items posted to
www.gentoo.org.

Interested parties should contact infra@gentoo.org.

Generally, the Infrastructure team will install servers fresh from a rescue
environment, netboot environment or Gentoo LiveCD/DVD/USB media; as such
sponsors are not required to perform any software installation or maintenance.

Sponsors often ask to host official Gentoo mirrors. Note that the Gentoo
mirror network is not currently seeking new mirror sponsors at this
time - we have lots of mirrors!

The Gentoo infrastructure team has had significant operational problems with
virtual machines not mixing well with security-hardened kernels. We see this
as
a significant preference for physical hardware rather than solutions like Xen
or VMWare, but we are willing to try out HVM/fully virtualized machines like
KVM as availability dictates.
