Note that I've reassigned bug 807193 (virtual/udev: switch to sys-fs/udev as
primary provider on musl) [0] to council@ since we should, at least as a formality,
vote on the move to change virtual/udev to point
to sys-fs/udev by default given we did previously for eudev. Even if it is
retroactively.

allow developers to utilize GH features for github.com/gentoo/ projects that
Gentoo does not (yet) provide:
* release management (e.g. distfiles hosting)
* CI runs (e.g. GH actions)
* Projects for task management
* possibly even Discussions since it'll provide a clear/scoped space for
non-Gentoo users & devs. Gentoo forums are huge and require custom accts,
and mailing lists are huge and a bit restrictive old timey.
this is all orthogonal to the git content itself (objects, branches, tags,
etc...). those should remain in the read-only clobber mode that exists now.
