Team,

I don't see "eligible voters" defined anywhere, except in terms of the 
variable "all gentoo developers" For the practical purposes of running
a vote, that variable needs to be sampled at some point before the vote
opens.

The elections project has used all gentoo developers at 24 hours before
voting opens as the sampling time to define the electorate.

For the avoidance of doubt, additions to roll call after the sample point 
will not be eligible to vole. Removals from roll call will be.

Does this more formal definition of "eligible voters" need to be included
in GLEP39 or is its always been that way good enough?
