GLEP 39 was not designed to usurp the authority of the trustees but to solve another problem, namely the project metastructure, or day-to-day running of the project and decision-making and problem resolution related to technical matters. The basic delineation that people should (start) to use is that the Council directly runs the project, and the Trustees oversee issues related to the long-term health of the project.
