Honestly, I think half the problems that come up tend to come up over
and over because there isn't any place to document them other than MLs
(too informal), or GLEPs (too formal).

I think we really need something in-between.  A GLEP makes sense for a
specification, but not much sense for a one-line policy.  The
devmanual has sort-of filled in as a substitute but isn't really the
right place for an issue like this one.
