I think that's very good evidence in support of what Peter is saying.
Evidently many Russians are perfectly capable of writing good
technical documentation in Russian, but don't know English well enough
to translate English documents into Russian, which is exactly why he's
saying the English-first top-down approach wouldn't be good for
Russian.
