Per user request, emails from bugzilla now contain whiteboard updates
in the headers.

So if you filter bugmail you can filter on this header to move mail
around in your mailbox.
Thanks to ajax for suggesting it, robbat2 for writing the patch and I
verified and rolled it out. I was happy we were able to go from idea
to deployment in < 12 hours; our powers combined!
