I would like to think I can help by making well informed and mostly objective decisions on issues that are presented for council consideratio= n. On the topic of developers leaving: I'm honestly not sure what could be done to stop that. In one case, a council decision on a non-maintainer commit policy may have helped prevent the departure of one developer. However, I probably would not have voted for a stronger policy myself. In another case, the developer left over a conflict with certain members of the base-system team; or at least, that's what I picked up on. I didn't follow that too closely, but it seems like an interpersonal issue.
