[gentoo-project] New Devrel Lead: Petteri Räty (Betelgeuse)

The Devrel project just held its mandatory yearly election. There was
only one running candidate, Petteri Räty (Betelgeuse), and thus he is
our new Devrel Lead.

Please join me in congratulating Petteri for his election, and in
thanking Christina Gianelloni for all these years of hard work at the
head of Devrel, her vision, and her commitment to making the very
technical Gentoo ecosystem more human.

I honestly don't know to accurately portray thanks for such a thankless 
job, but ... thanks. :)
