After discussing this with the immediately involved parties (i.e., 
council, comrel, and proctors), I'd like to bring up the following 
motion for a council vote:

"Dissolve the proctors project, with all their responsibilities 
falling back to comrel."

I was the one who mostly pushed ahead the plans for the proctors. 
However, at least as far as I can see there is currently not much
happening and also not much need for the team. So let's simplify
Gentoo's structure again.
