Looking at that I'd say Gentoo, as a whole, is doing pretty ok.
Council hasn't had much to decide on the last months, and I think that's
a good thing.
Personally I've not had that much time, between personal issues and work
it's been unexpectedly exciting. And the time I have for gentoo things
mostly gets budgeted by others.
(I have a faint hope that this may change, but no guarantees ...)
I don't appreciate the deletionists who want to rip out everything
that's older than 6 weeks and not on Github, but that's their thing and
who am I to judge. It it were up to me we would spend more time on
making Gentoo boring so that we have time for the really interesting
things instead of trying to rewrite everything and have constant churn
and maximal entropy.
We haven't had a new EAPI in a while. I hope it stays that way, and we
might even reduce the amount of active EAPIs even more so that there's
fewer surprises (pop quiz: what's the difference between EAPI 3 and EAPI
4?).
Boring is good. Complexity is the enemy.
I have lots of opinions, so if you don't vote you increase the risk that
I get voted into the council again and you'll have to tolerate said
opinions. Every voter can do their contribution to influence the result,
so do the patriotic thing and vote.

no useful results)
So to get back to your first question, if there are useful changes then
of course we can discuss them. From my point of view that's fixing the
wrong things (the ebuild format in itself is ... hmm ... not very
optimal). And we've backdated changes into existing EAPIs, so if it's
"just" a bug the specification could be ammended and problem solve.
To get back to the issue of personal attacks, I don't particularly enjoy
your brand of negativity, and would appreciate it if you didn't spray it
around like a male cat. I doubt you'll even understand this, as you've
carefully managed to skip any criticism before.

You're running for a political position. As part of your agenda you're
indicating you'd like to see fewer EAPIs around. As you probably know,
there's quite a few developers that are actively working towards
removing old EAPIs, and I'm one of them. I just happen to know that
you've just committed an EAPI=5 ebuild last week, for no good reason.
So to me it seems that your actions contradict your promises. In other
words, in my opinion you're straight lying in your manifesto. I really
dislike this kind of attitude, so I consider it appropriate to point it
out publicly.
If you don't want your actions criticized publicly, I would suggest you
don't run for public positions. Council positions imply responsibility
in front of all developers. Including these you don't like. I also
feel like it also implies being able to behave professionally in face of
criticism but this doesn't seem to be a case for a long time now.

This doesn't follow logic. The claim of lying would mean Patrick
promised not to commit old EAPI-ebuilds or something. You're actively
making him look bad, for no good reason.

The risk of getting elected is acceptable and should be enough of an
incentive to increase voter participation.

And your phrasing is dramatic - yes there's a minor dissonance between
my statements and one recent action. Calling that lying is a bit optimistic.
Anyway - I didn't have the motivation to spend even more time on
something that wasn't broken before, so I didn't test if the ebuild
works properly as EAPI7 (one of the reasons I want less EAPIs, there's
just enough small differences to make this a nontrivial exercise)
If other people budget my time they can't complain about the quality ...

One of the reasons I avoid the mailinglists is the guaranteed poo
flinging - you assume that people are like you, just slightly different,
so your conclusion is that everyone is acting maliciously.
Would be a bit more fun if you could consider the idea that people are
not like you.
