Dear Gentoo Community,

Nominations for the Gentoo Council 2012/2013 are now open for the next
two weeks (until 23:59 UTC, 17/06/2012).

All nominations must be sent to the gentoo-project mailing list. If you
were nominated and want to run, you have to accept your nomination on
the same mailing list.

Here are the rules:

    * Council elections generally happen once a year
    * The council is composed of seven elected members
    * Nominations are allowed from June 4th 00H00 UTC to June 17th
23H59 UTC
    * Only Gentoo developers may be nominated
    * Anyone can nominate (nominating yourself is OK)
    * Nominees must accept their nomination before voting begins
    * Voting is opened from June 19th 00H00 UTC to July 2nd 23H59 UTC
      (there is one day of break between nominations and voting so the
infra team has time to set up everything)
    * Only Gentoo developers may vote
    * The list of Gentoo Developers will be based on active membership
by June 3rd, 2012th (the day before the election was opened)
    * Gentoo uses the Condorcet method of voting
    * Results should be published around July 4th

My manifest for this election follows:

I am a firm believer in the UNIX philosophy of multiple interlocking
small components. Each only performs a very specific, small task and
does that job very well. This is well suited to an open source
environment, where a maintainer has "scratched an itch", found his/her
niche and takes pride in the smooth running of their individual gear[1]
in the bigger machine.
In my day job, I depend on these UNIX machines and have trained people
in carefully replacing these gears as the machines run. It has become
apparent that this way of life is under threat, and I would like to
protect it.

There is a push to pull all of the gears out of my UNIX machine and
replace it with a harmonic drive[2]. I am told that it has less play and
higher torque, and with only one component it is much easier to maintain
if I only forget all I know about UNIX machines, throw all our custom
gear sets away and retrain my staff in strain wave gearing instead.
I am sorry to have to point out that we have invested significant effort
in getting our gear shufflers to the level they are today, and that we
depend on our lovingly hand-crafted gear ratios to get us the
performance that we require. Reducing us down to exactly three gears[3]
may make a harmonic drive conversion a lot easier, but our ideal speed
happens to be reached on four right now!

My manifest follows:


There are three things I believe in when it comes to Gentoo:

1) The KISS principle. I believe that we should try hard at least not
to make things overcomplicated. Even better, we should find the things
that are too complex now, and try to make them simpler. Sometimes that
requires sacrifices.

For example, I believe that packing too much features into an eclass is
a bad idea. If a particular feature is to be used by two or three
packages, it's usually better to just put that in the ebuilds itself
rather than adding a bunch of code to eclass used by 100 other packages.


2) That users are more important than developers. Although in Gentoo
that line is quite blurry, let's be honest: without users, what would
we need developers for? I believe we should first think about making
things more friendly to users, then about making them easier for devs.
Not the other way around.

Example: we should try to split packages whenever possible rather than
abusing USE flags. User not having to rebuild a large package just to
enable a tiny GUI counterpart is a real benefit, even if it means that
the developer will have to maintain two packages rather than one.


3) That history should not stand in the way of improvement. I'm not
saying that keeping something as-is is bad. I'm just saying that
'historical reasons' are no argument, and we should be ready to
reconsider past decisions and improve, if that could benefit either
users or developers.

And I hope the git migration will have its place in this year's Council
tasks.

Minor reminder: marienz was basically the colead of pkgcore through 
the initial years of it- no longer active, but I personally view him 
as fine for commenting/representing package mangling (rather than 
format) from the council angle.  He's been over enough guts of 
pkgcore/pcheck, including portage, that he knows the issues from that 
end of it.

So consider that a "marienz accept the fricking nomination already" 
vote from me ;)

Thanks for the token of confidence. My immense ego is happy with being
nominated, but my brains tell me that I can't handle it for now. I fully
support it, but time is really not on my side - I can barely take up docs
work next to the SELinux stuff, let alone have my agenda sufficiently fixed
for meetings (real-life meetings are already too hectic)

Thanks, Ulrich — I accept. As a brief manifesto, I have 3 reasons to run 
for council:

1. Representing the Gentoo philosophy as a long-term dev (9+ years) with 
   a cool head and reasonable point of view
2. Making the council less of a bureaucratic blocker on progress and 
   improving its productivity
3. Overseeing the health of our dev and user communities

I believe that individual developers drive all the innovation with 
Gentoo, and the council's role should be to get out of their way instead 
of setting up roadblocks.

The importance of having people who have Gentoo's philosophy in their 
blood can't be overstated, and this only comes from long and extensive 
experience working within our community. Being able to apply this 
philosophy to every council decision ensures that we stay consistent 
with the spirit of Gentoo.

I've seen the council transform greatly since I took some time away from 
the council prior to this term. There are many parts of that 
transformation that I think need to be reversed to make Gentoo more 
productive as a whole. Bureaucracy and general confusion are getting in 
the way of progress on both large and small scales.

For example, having some kind of solution for the GLEP 55 problem has 
*literally* dragged on for *years*. And we ended up choosing an option 
that was out there for nearly as long as the GLEP itself. This is one 
case where making almost any decision is better than making no decision.

On the smaller scale, I'm talking about problems caused by, for example, 
the frequent rotation of chairs. This means every meeting is run by 
someone different so there's no good continuation of issues from the 
last meeting, and a lack of experience in moderation so we get off-topic 
and talk too long without decisions. We should have at most a few chairs 
who are running 3-4 months of meetings in a row.

Finally, something I've cared deeply about for years is the health of 
Gentoo's developer community. We occasionally need to take action to 
ensure it stays healthy, and fortunately we seem to be closer to the 
peak of a cycle at the moment. But it's inevitable that we'll have 
problems again, and we need to be prepared and ready to deal with them 
quickly, at a council level if necessary.

I had to think about running for a while because I am not spending as
much time on Gentoo as I was for example five years ago. After Tony's
encouranging words on #gentoo-council I decided to check if people still
feel I should be on the council.

Initial Manifesto:

I have been on the council for the last five years. This means that if
you want a radical change to happen I am not the candidate to vote for.

Some people seem to have written the git migration on their agendas. If
the council could have made it happen then I think it would have
happened a long a while ago. In Gentoo things happen because of the
people writing ebuilds / code / whatever (thanks!). The primary role of
the council is deciding on the issues put on the agenda. To some degree
we should be proactive in filling the agenda but really the best way to
move the distro forward is for individual developers to make their ideas
and code public. If no consensus can be reached then the council is the
tool to select between competing options.

I think one concrete goal for this term is to for me to review the GLEPs
related to devrel, QA, council etc as there's been some work started by
for example calchan but those projects where never properly finished. As
my history in delivering manifesto goals is not stellar I promise to buy
a beer to anyone at FOSDEM or any other conference if I fail to do a
good job and you come asking for it after voting for me :)

After some hesitation I'll accept my council nomination. Apparently
you're supposed to come up with some kind of manifesto, or at least
that's what everyone else does. I doubt I'm any good at those, but
here goes:

- Gentoo developer are pretty awesome, and should be kept well fed and
  happy so they can go on improving Gentoo.

- Trying to get open source developers to do what you want is like
  herding cats. The council should only try this if it absolutely must.

  The council may need to pick between mutually incompatible proposals,
  or push for a more backwards-compatible way of doing something
  drastic, but situations where there's a "global issue" (quote GLEP 39)
  with someone willing and able to do the work that's actually bad for
  Gentoo should not be making it anywhere near the council. Council
  intervention may sometimes be necessary to make sure changes made by
  one project do not break another project, but the focus should be on
  getting the right people talking to each other so they can work out a
  solution (or coexisting solutions), rather than having the council
  veto or push through some idea.

- What I won't bring to the council is a desire to bring a particular
  feature to Gentoo, or keep a particular change out. I'll just try to
  keep all the projects and people that form Gentoo working together, as
  they're the ones doing all the hard work and directly controlling
  where we go.

Most of what I do is cleaning up. Fighting entropy. Removing bugs so we
can have the best distribution there is. And because there just never
are enough hours in a day I like to find replacements for me. Recruit
new people to do what I did so I can find the next problem.

Most of the things we do are outside the sphere of influence of the
council. We get at least 90% of our Gentoo-work done without needing
anyone to nudge us in the right direction. But it's the rest of our
troubles that needs lots of discussion and motivation to find the most
effective solution to our issues.

I'm an opinionated muppet. But my opinions are usually based on
experience. And when I see a bad idea I'm not going to tolerate it
because it might upset your feelings. Deal with it ;) But I guess people
are aware that I'm, uhm, "polarizing". And getting me into the Council
will make it a lot easier for me to punch stupid ideas until they go
away. Like, say, the zombie GLEPs 54/55 that have been summoned back for
about 2 years until people slowly got the idea that they won't be
tolerated. (Amusingly we now finally have the "EAPI at beginning of
file" rule that obsoletes it. So it goes.)

Independent of what you vote I'll continue doing what I do - try to
recruit people, do random build experiments across the tree for fun,
file bugs ... it won't get boring soon. So much to do ... but it'll be a
tiny bit easier for me if I'm councilerated.

Here's a rough list of things that would be nice to have, in
approximately ascending order of difficulty:

  * deprecate EAPIs so that only 0 and latest are in use
  * Signing policies - keyring, key type, etc. Make it make sense.
  * PR: make people notice us again. GWN revival, articles for LWN, etc.
  * Tools and automation: Make it easy to be lazy. Get more done in less
    time
  * Recruitment: assimilation of derived distros (pentoo, TinHat,
    Sabayon, funtoo, calculate) and others (Slackware, OpenSUSE, FreeBSD ?)
  * Recruitment: make it easy for people to contribute, and as soon as
    they do don't let them leave
  * Stop the Windowsification (offline updates?!) and MacOSification
    (systemd, /usr move, initrd as everything, trollolololooooo)
  * Be Awesome

The rules for the Council election as well as details on how to vote for
this election are available in the Council Elections Archives[1]. In any
case, here is the quick procedure on how to vote using votify:

    * If you're eligible to vote in this election, log in to
dev.gentoo.org
    * Type votify --new council-201206 to create a new ballot file
    * Edit .ballot-council-201206 file in your home directory and rank
the candidates
    * Once you're finished, use votify --verify council-201206 command
to verify the validity of your ballot file
    * If everything is okay, use votify --submit council-201206 to
submit your vote. Don't forget your vote doesn't count until you
submit it.
    * If you run into problems, you can either work them out yourself
