Dear Gentoo Community,
Nominations for the Gentoo Council 2016 / 2017 election will start at
00:00 UTC 2016/06/04 (Saturday) and will remain open for the next two
weeks until 00:00 UTC, 2016/06/18 (Friday).
All nominations must be sent to the gentoo-project mailing list. If you
were nominated and want to run, you have to accept your nomination on
the same mailing list.
Here are the rules:
* Council elections generally happen once a year
* The council is composed of seven elected members
* Nominations are allowed from June 4th 00H00 UTC to June 18th
00H00 UTC
* Only Gentoo developers may be nominated
* Anyone can nominate (nominating yourself is OK)
* Nominees must accept their nomination before voting begins
* Voting is opened from June 19th 00H00 UTC to July 3rd 00H00 UTC
(there is one day of break between nominations and voting so the
infra team has time to set up everything)
* Only Gentoo developers may vote
* The list of Gentoo Developers is based on active membership

after thinking about this for quite a while I came to the conclusion
that I unfortunately cannot accept the nomination. I'd love to take
part in Gentoo's council but I'm afraid I cannot devote enough time to
council matters.
Having a quite various private live with lots of commitments does not
really offer to add another commitment to the list :)

While I believe that the council and its elected members should be
proactive and initiate forward movement for the distribution with ideas
and pushing them through, this doesn't seem to be the case in practice,
sadly.
As I am not yet fully sure how much time and motivation I will have for
the coming year (having only recently become more active again too; and
not yet even in package maintenance, which doesn't seem to be my cup of
tea anymore), I will have to choose to try to push these things without
wielding any council hats (or without trying to acquire one) and not
commit to the periodical voting of other matters, even though I believe
I would make sound decisions and voting for the betterment of the
distribution.
Then I can concentrate more fully on those initiative things, which I
believe is a make or break for my continued usage and promotion of the
distribution, as I have serious issues with the stagnation we have
going on, which I want to try to fix in the coming ~12 months or give
up altogether.
I believe council members ought to be working on such things as well,
not just show up once a month for a meeting, hopefully having prepared
on the topics at hand. Though this leadership role doesn't seem to be
in the task list for the council, strictly speaking (in terms of what
would get one lifted from their duties, at least).
Having looked at the open and recently closed council involved bugs, I
don't even see follow-ups happening properly for supposedly decided
matters, not to mention low initiative count besides PMS stuff and
similar, which is rather concerning and sadly shows some old council
members in a slightly bad light, in my opinion. But we shall all
reflect that appropriately in our upcoming anonymous voting, hopefully
in an educated manner based on past actions, future promises in
manifestos, and so on.
tl;dr: I decline the nomination at this time.

this election are available in the Council Elections Archives[3]. In any
case, here is the quick procedure on how to vote using votify:
* If you're eligible to vote in this election, log in to
dev.gentoo.org
* Type votify --new council-201606 to create a new ballot file
* Edit .ballot-council-201606 file in your home directory and rank
the candidates
* Once you're finished, use votify --verify council-201606 command
to verify the validity of your ballot file
* If everything is okay, use votify --submit council-201606 to
submit your vote. Don't forget your vote doesn't count until you
submit it.
* If you run into problems, you can either work them out yourself
using votify --help or contact election officials and ask them for help
The elections for the Council include the pseudo _reopen_nominations
candidate. If the pseudo-candidate '_reopen_nominations' appears in
7th place or higher those candidates that rank above
'_reopen_nominations' will be the current council. A second period of
election will be opened for the remaining council seats. No third
period of election will be opened in the event '_repoen_nominations'
ranks higher than the candidates necessary to fill the council[4].
In case there's a need to fill a seat during the council term due to a
retirement, if no candidate ranked above the _reopen_nominations_
candidate, a new election must be held to fill that seat. If
there were candidates ranked above the _reopen_nominations_ candidate,
it's up to the remaining council members to accept the next candidate in
order of voting or open an election to fill the open seat.

I understand the council to be a group of experienced Gentoo developers
who have the knowledge and awareness to assist the distribution in
making tough decisions. They shouldn't be counted on, by default, to
bring "forward movement" to Gentoo; that's the responsibility of all of
us and under most circumstances we shouldn't *need* the Council.
However, they're there for when the developer community cannot agree on
a standard. So in essence, the Council is often the last course of
action to stop bike-shedding and incite productive activity on a given
issue.
Actions often speak louder than words; if you feel strongly enough about
something and want to push things forward, a council proposal may be
what's needed assuming enough conversation on a given topic has happened
and it hasn't gone anywhere.
The less admin/bureaucratic overhead we have, the better. From what I
gather even the Council feels this way, but that's just my two cents.

Certainly I feel this way. I'd say that most of m peers would agree.
Not that this ultimately matters since for the next two weeks the
final say in what the council should be really rests with the
developers.
This topic has come up before. If you actually look at what powers
the council has in practice they are:
1. Approve GLEPs.
2. Appeals for comrel actions.
3. Resolve disagreements within the community (such as between projects, etc).
The ability for the council itself to actually get anything done is
purely dependent on how much its members want to spend their time
doing it themselves. The council doesn't actually have the power to
make anybody do anything. It does have the power to prevent somebody
from doing something, and to pick a side in a dispute to settle it.
For example, there was a dispute over how games should be managed, and
the Council decided that developers could form a new games project if
they wished, or maintain games outside of the project, and that it was
not necessary to use the games eclass or follow the previous games
project policies. What the Council can't actually do is force
somebody to go in and modify all the games ebuilds to stop using the
eclass. Maybe we could have all the games that use the eclass
treecleaned, but that would be like swatting a fly with a howitzer.
So, until somebody wants to actually implement the changes we're left
with the status quo. However, nobody is actually complaining about
the status quo, so it can't be that bad. Indeed, if somebody thought
it was bad, they'd just fix it, and with the council decisions in hand
nobody could interfere with their work.
Ultimately that is the practical role of the council. If there is
something you want to do in Gentoo, then DO IT. And if somebody gets
in your way, the Council can get them out of your way, or help find a
middle way that lets everybody accomplish their goals.
When it comes down to actually leading initiatives, well, we already
have GLEP 39 which basically says that anybody can do it. You don't
need to be on the Council to make a big project happen. You just need
to appeal to devs to contribute. If your appeal falls on deaf ears,
trust me, being on the council isn't going to make it go any better.
To the degree that any of us have sway in the community we had it
before we ever joined the council, and maintain it apart from our
participation in the council.
Now, if you view the Council as a badge of honor or something to be
put on a resume, then I certainly can understand frustration when
people with low commit rates/etc or low rates of making big proposals
aren't on the Council. However, if you view the role of the Council
as running interference for the people who really are getting the work
done, then you might appreciate that it isn't always beneficial to
have the Council buried in implementing portage enhancements or
whatever. Often "calmer heads" is one of the more important
attributes, as well as technical competence.
Oh, and a willingness to write up meeting summaries never hurts. :)

Thanks for the thorough explanation; my thoughts were pretty much right
in line with that, and I think it's for the better. It gives 'power' to
those who want to do the work or are willing to come up with workable
solutions that suit most or all people involved.
A great example is the recent USE_EXPAND="gui" or L10N. Some people want
these changes to happen, but are tackling real world problems at the
same time as some bike-shedding so that the ideas can build and evolve
into something suitable. I think some view situations like those as
make-it-or-break-it deals, and perhaps that stalls discussions and
steers them in less-productive directions. It's my hope that the council
doesn't need to get involved, because the entire consequence of
collaboration is we're going to have to find practical solutions that
fix as many issues for as many people possible without taking away
options. Few distros can do that; the ones who can are mostly based on
Gentoo in the first place.
So I guess maybe our protracted discussions and "slowness" is a good thing.

Do we REALLY have protracted discussions? I guess it is all relative,
but a typical Gentoo debate over some big change seems to last a week
if whoever is pushing the proposal is actually moving forward
actively. Either a consensus forms or it doesn't. If there is
consensus they actually can move forward without Council approval,
though some choose to wait for the next Council meeting anyway. If
there isn't consensus then we usually make a decision at the next

Then there are the discussions that just keep coming up, but they're
usually just discussions. We can argue about whether A is better than
B, but typically these discussions don't actually have any practical
impact on how Gentoo is governed. 9/10 times we have some way to let
A and B co-exist in the distro if anybody cares to put the work in,
and whether one is better than the other certainly inspires passions
but doesn't really impact repo policy.
Now, if you want every idea to hit the ~arch tree two days after it is
proposed, you're going to struggle to find any distro that can
accommodate you. Reasonable QA depends on all the developers
following the same set of rules, and good luck with that if the rules
are changing faster than anybody can stay on top of, likely including
the QA team. As annoying as talking about changes are, we talk about
them because dealing with the aftermath of slowly working them out in
production is far worse.
Maybe I'm just out of touch (in which case somebody should cluebat me
with some examples), but I feel like protracted discussions are
something that we haven't really had in a while, at least not on
technical matters.

Perhaps my tone was misread: I don't personally have any problems with
the way we do things. I think discussion is super important if we're
going to get volunteers to carry out change. As much as I don't like to
draw the similarity, it's kinda like work: workers won't want to do your
bidding or care unless they're invested and feel some level of autonomy.
The same is doubly so in a volunteer environment.
As for protracted discussions, it really depends on where you draw the
line at 'protracted'. Maybe a week isn't long enough for me to call
protracted. Maybe even 2 weeks isn't. Some of them *feel* protracted,
but again that's not always a bad thing, especially if the subject is
high-impact. Simply learning how other devs feel about a given idea
means something. Most of our discussions last about a week or two and
then fizzle, or smoothly go into the implementation or design phase,
where discussion's more concrete and actionable.
Just to be clear, I'm not complaining or including anything personal
here. It was an observation, nothing more. :)

I'm Swedish and live in Singapore. I've been using Gentoo since the 1.4 days
and have been a Gentoo developer for a couple years now. Initially I started
on the SELinux, Integrity, and Hardened projects. I'm now also a part of the
Xfce and Proxy-Maintainers projects.
I really like Gentoo's flexibility and community. We have a lot of talented
developers but growing our ranks is still important. The migration to git
helped a lot with getting more users involved which is great. I am very much
in favour of ways where people can contribute to the community in the capacity
they want. This does not necessarily mean they have to become a full dev.
Like the others, I care about the stable tree and how smooth updates go.
All my machines are on stable and overall its good but we can still do
better testing all the combinations and profiles.
Ideally, things should just work and the council would not be needed. When
things undoubtedly do come to councils attention, I will try to examine things
fairly and do what is best for the distro as a whole.

Currently I'm Gentoo haskell@ project lead. That includes

fix bugs in non-haskell packages as well :).

I can't say for others, but I'm waiting for more manifestos before
submitting my vote. So manifestos are really welcome :)

Hi everyone
My manifesto will be quite short this year:
* I will more or less exclusively focus my Gentoo work on the my council
seat
* I will support change as much as possible to move forward
* I will support any legacy cleanup which will brought forward
* I will support enthusiastic individuals
Basically I will continue the same way I made decisions this year.
