Hello fellow developers and community,

The new Gentoo Council for the 2011/2012 term will conduct a special
introductory meeting on Friday, 15th July, at 1900 UTC [1] in the
#gentoo-council channel of the Freenode IRC network. A regular meeting
will be held soon - details will follow in the next few days.
We know this is a very short notice meeting, but we're still looking at
our time availability to find a common slot for conducting the regular
meetings.
We plan to discuss the goals for this term, set some base rules and
reach a decision about our meetings schedule. We ask anyone interested
in sharing concerns about issues that should be addressed by the council
in this term to show up.


Gentoo Council 15/7 meeting goals:

 * have the first public meeting of the new council
 * set some base rules for the operation of the new council
 * allow council members to present issues to work on this term
 * listen to the community to check whether there are any issues it
wants to bring to the attention of the council


Gentoo Council 15/7 meeting agenda:

 * allow all members to show up (5 min)
 * select the probable date for the monthly meetings (5 min)
 * discuss desired model of operation (15 min)
 * allow council members to present issues to be addressed in this term
(15 min)
 * listen to the community to see if there are any issues it would like
to see the council address in this term (10 min)
 * next meeting date / chair
 * Open Floor (10 min)

Every council does this and its wasted time. The council terms of 
reference/charter/GLEP 39 needs to be changed to provide for council 
continuity.

e.g. Two year terms and elections every year for half the seats.
This avoids the two 'lost' months every year when the old council 
doesn't want to make any decisions because its their last meeting and 
the new council goes into 'headless chicken' mode at its first 
meeting.

Continuity of some council members over elections would avoid that lost 
time.

The council should elect a chairman from their members and appoint a 
secretary. tanderson helping out in that role seemed (from the outside) 
to work well.

The chairman will avoid the non productive time during the meetings 
determining who will chair the next meeting.

Should we consider this as a point for the next agenda?  Would you
provide a patch for the GLEP etc?

Fabian,

Producing a patch may be a bit beyond my current software skills but 
I'm happy to learn.

I'll propose a form of words to amend GLEP39 if the council considers 
taking it further.
