[gentoo-project] Extending project xml for recording lead election dates

I propose adding an element to project xml to record that date of the
last project election and setup a cron job to remind projects when they
are approaching a year mark from the last election. What do others think?

Sounds like a very good idea to me. I have the impression that
projects that do run elections every year are more the exception than
the rule. It would be even nicer if we could get the last election
date for each project to prime the system.

For the gnome herd, it's documented in our meetings log (I expect the
same is true for KDE)

We should have a standard for the duration of an election term (if not
already). And either council or the projects metaproject should be on CC
and check that a new lead got elected after a couple of weeks or get a
mail when nothing happened after n weeks.
