I have added a tracker for 2.2.28[0] (and also cleaned up the 2.2.27
tracker). I've added all the bugs we've already fixed in git as
blockers, and also some bugs I think we should be looking to fix for
2.2.8; some of which I'll be looking to work on myself. If you
disagree with any of these, please feel free to remove them, but tell
me why you disagree. If you have other bugs, please add them, and
maybe describe them shortly here. I've mostly only addressed
documentation and emerge bugs.

Note that I've added some very old bugs simply because we need to get
in control of the mess -- so quite a few of them are likely RESOLVE
OBSOLETE candidates. But we need to resolve them rather than leave
them to rot.

Also note that if the bugs I've added aren't fixed, but we still need
a new release for some reason, that's fine, we'll just release it, and
change them to block the next tracker. But I want to encourage adding
as many bugs as possible as blockers, simply so we don't lose sight of
them. The small clerical task of updating a field is a small price to
pay when compared to bugs rotting.

Here are some bugs I have not added as blockers at the moment, but I
think maybe we (and by we, I guess I mostly mean Zac for most of
them...) should try to add a sort of step-by-step task for solving
them, as I think they are important:

[1] Bug 175808 (circular-deps) - emerge should intelligently solve
    circular dependencies triggered by flags such as USE="doc"
[2] Bug 449094 Support for "passthru subslots" to rebuild all the
    reverse dependency graph.

If you know of others, please post them.

If I've missed something else, please let me know.

Lastly, I'm going to update the wiki a bit. Clean it up slightly, and
add a "Current activity" section where I talk a bit about 2.2.28 and
the bugs we hope to fix. Maybe list some low-hanging fruits for the
release (and in general), and post them around on reddit or whatever
to try to generate some interest in the project.
