That was not it, however:
It seems like USE in /etc/portage/make.conf overrides any negative
USE flags in profiles/package.use ?
Example
/etc/portage/make.conf: USE=alsa
.../profiles/package.use: app-emulation/qemu -alsa
Here USE=alsa overides app-emulation/qemu -alsa ?
Seems asymmetric that you can only add but not subtract USE flags
in profiles/package.use.
