RESTRICT="nomirror" can be added to your ebuild to do just that.
however, i would find use for a make.conf option where i could list
mirrors (or nfs mounts, etc) that would always be checked before gentoo
mirrors, sourceforge mirrors, ignoring the "nomirror" option...
