[gentoo-pms] Please review: Move xz support from EAPI 4 to 3

Hi,

there was no decision on this yet, but it's likely that it'll be on
next monday's council agenda.

It would be nice if we had a PMS patch ready for possible approval by
the council. See below, it's fairly trivial.

Looks fine.

Not entirely sure how my Internet access is going to be for the next
