Apple has been wrapping GUIs around CLI tools since MPW's Commando, and then later in A/UX. These days we can use AppleScript to run shell commands, which is particularly useful with droplets. Tiger's Automator has also been used to leverage CLI tools [1]. Dirk's Renaissance [2] suggestion is nice because it is portable (would work under linux) and it is open.
