Retired developers can remain Foundation members (which they do by
default), though their foundation membership is probably linked to
their old gentoo.org email address, which is obviously no longer
active.

Retiring a developer does not automatically revoke your Foundation
membership.
I'd like to point out this clause under bylaw 7.1 [1]:
"Each member shall be responsible for notifying the foundation of
changes to such member's, electronic mail address and public gpg key."

How does this reconcile with the requirement that all trustee members must
be Gentoo developers?! And/or can only become members as a result of
competing the developer quizzes. This seems rather bizarre, no?!

The Foundation has members (who can be anyone[0]), a board of trustees (who
must be active developers) and officers (some of whom can be anyone; but
some officer posts are restricted to trustees only, and thus are also
restricted to developers.)
The board is formed of active developers to sustain a relationship with the
developer community.
Is this unclear?

As I interpret the policy, that rule doesn't apply to active developers?
So missing two consecutive votes would be counted from the date of their
retirement? The eligibility cutoff for the 2017 election was at
2017-07-05, so the above would only apply for devs who have retired
before that date.
Please correct me if I am mistaken.

Yes. It is like this because they could request being readded immediately, so it's pointless to remove them while they're active.

I don't see why it would be. In the previous years, we have been applying the 2 years rule to all members who weren't devs at removal time, even if they were recently retired.
People can reapply if they really care. Assuming that people who hadn't cared for foundation affairs for over two years, and who afterwards either resigned from being devs or were retired for inactivity, would suddenly become interested and active doesn't seem right. If we keep dead members for years we'll never reach quorum.
