For quite a while the amd64 arch team has had trouble handling
stabilization requests from us. If you are running amd64 stable you can
help us by becoming an arch tester.
http://www.gentoo.org/proj/en/base/amd64/tests/index.xml
The list of bugs to look is for example:

Feel free to ask any questions about how to test etc.
Regards,
Petteri

We usually try to include tips on how to best test the packages in question.

Most packages have src_test or examples so writing Java code shouldn't
be required. You do need to know how to compile and run the examples
(meaning how to use javac, java and java-config) of course. If people
need any help with stuff just join our #gentoo-java IRC channel and ask
specific questions.
