That would be everything that is not package.masked. If we add our
overlays we probably get to something near 500. So if you are wondering
why it takes time to update packages that is part of the answer...

Do you think our tools should record things like SLOT to package.env or
interface with portage/paludis/pkgcore to query them? I think recording
it would be easier for the tools and parsing and would not have to tie
to one specific package manager.
