Nowadays ebuilds add -Dnoget=true by themselves. I think it would be
better to make eant automatically add this. I can't think of any
downsides as build.xml files that don't use this variable continue to
work as before and ebuilds are not allowed to download anything any way.
We can add a variable to disable this behaviour when something actually
needs it to be turned on.
