Hi all,
Is there an intent for gentoo-hardened to be a distinct set of builds from
regular gentoo in the sense of a smaller set of packages, more testing prior
to inclusion into portage? Or is it just the integration of the security
tools (systrace, prop-police ebuilds) with the existing gentoo builds?

Both but mainly the latter. http://cvs.gentoo.org/~method makes
the goals very clear, which is mainly to bring advanced security
implementations to Gentoo. This includes patches in userland,
new userland tools (gradm, selinux-small for example), kernel
patches (hardened-gentoo), as well as extensive documentation
and policies (where applicable).
The webpage really outlines really well what the overall goals are.
