there is an open bug report with some translations waiting for upload
http://bugs.gentoo.org/show_bug.cgi?id=230493. Neysx, the developer who is in
charge of translations, is away for the time being. There is no timetable. If
you are intrested in translating the handbook or any other documentation let
me know
