Changes:
- This GLEP is able to stand independently of GLEP58.
- 'UNKNOWN' type is now called 'OTHER', per ulm's suggestion.
- Patches should be considered as type 'EXEC'
- Type 'EXEC' may be used outside the files/ directory. (eg scripts,
  parts of profiles)
- Logic for dealing with future unknown types.
- Patterns are examples only, not exhaustive lists.
